Administers New York State and U.S. Department of Justice - Office of Violence Against Women (OVW) funds supporting sexual assault services to both governmental and community-based organizations who provide critical services, direct intervention, and related assistance to survivors of sexual assault. 

This Unit also manages the STOP (Services, Training, Officers, and Prosecutors) Violence Against Women Formula Grant Program and participates in the implementation of comprehensive strategies that address sexual assault, domestic violence, and stalking that are sensitive to the immediate and long-term needs and safety of survivors.

Responsible for the management and administration of the Edward Byrne Memorial Justice Assistance Grant (Byrne JAG). Byrne JAG awards support a wide range of programs in the areas of law enforcement, prosecution and defense, drug and crime prevention, re-entry programs, alternatives to incarceration, and services to survivors of sexual assault and gender-based violence. 

Additionally, this unit administers the federal funding for the National Criminal History Improvement Program (NCHIP) with the goal of enhancing criminal justice capabilities by improving the accuracy, utility, and interstate accessibility of criminal justice records and the National Instant Criminal Background Check System (NICS) Act Record Improvement Program (NARIP) with the goal to improve the process by which FBI National Instant Criminal Background Check System records are transmitted to authorized state and local government agencies. 

This unit also administers state funds that support local crime labs, law enforcement technology, and Extreme Risk Protection Order (ERPO) programming.

Supports the public safety efforts of local law enforcement agencies, prosecutors, and defenders in communities across New York State by managing the Aid to Prosecution, Aid to Defense, and Discovery reform funding streams. 

The unit also administers the Gun Involved Violence Elimination (GIVE) program which is the cornerstone of New York’s shooting and homicide reduction strategy in 19 counties outside of NYC and now partnered with the Statewide Targeted Reductions in Intimate Partner Violence (STRIVE), a program designed to combat domestic violence and to protect survivors. 

Other programs of note managed by this unit are Motor Vehicle Theft and Insurance Fraud Prevention (MVTIFP) used by select  police departments and district attorneys' offices to investigate and prosecute motor vehicle theft and insurance fraud cases and the Crimes Against Revenue Program (CARP) which supports specific county district attorneys' offices and involve the investigation and prosecution of financial crimes that wrongfully deprive the state of revenue or involve fraudulent benefit claim

Manages a variety of Alternatives to Incarceration (ATI) grant programs throughout the state. These programs focus on reducing recidivism, promoting public safety, facilitating a participants' successful transition back into the community, and enhancing the accountability of those involved in the criminal justice system through effective services and interventions. 

This unit also manages Raise the Age (RTA) initiative funding, which supports juvenile justice services, cognitive behavioral interventions, transportation, specialized housing, placement services, and holistic care and programming.

Oversees the New York State SNUG Outreach (SNUG) program that seeks to address high rates of violent crime via street outreach workers, social work support, and programs embedded in and part of the communities in which they operate. 

This unit also supports Project RISE (Respond, Invest, Sustain, Empower), an innovative program model that drives investments in programs and services that are tailored to meet the unique needs and priorities identified by youth, families, and other stakeholders in the participating communities. 

This unit also manages federal juvenile justice funding in collaboration with the New York State Juvenile Justice Advisory Group (JJAG) overseeing the distribution of this funding in accordance with established strategic goals.

Supports capital security grants to nonprofit organizations at risk of hate crimes or attacks because of their ideology, beliefs, or missions. This funding allows community-based organizations to secure their facilities and better protect individuals and families they serve. Grants can fund interior or exterior security improvements, such as alarms, panic. buttons, fences, shatter-resistant glass and public address systems, among other items. Funds may also be used to cover costs associated with security training and enhance an organization’s cybersecurity.

Provides comprehensive support to the Office of Program Development and Funding (OPDF), including communicating and coordinating with the Legislature to process all Legislative Grant Initiative from intake to award, and serving  as subject matter experts for the Statewide Financial System and the Grants Management System (GMS) for grantees, as well as overseeing the helpdesk for GMS.
