DCJS has named Livingston County Probation Supervisor Liz Laney the recipient of the 2026 Award for Outstanding Service by a Probation Professional. This is the first year the award bears the name of longtime DCJS leader Robert M. Maccarone.
Laney joined the Livingston County Probation Department as a probation officer trainee in 2006 and was promoted to probation supervisor in 2011. In nominating her, Livingston County Probation Director Lynne Mignemi described Laney as a steady leader who advocates for staff, supports department leadership, and takes a firm, fair, and consistent approach with individuals under supervision.
“Liz has been that model of excellence in this field. She is the gold standard above all others.”

According to the nomination, Laney helped establish supervision practices for Livingston County Treatment Court, took on additional caseloads during staffing challenges and helped develop policies to strengthen officer and workplace safety. She also serves on the Board of Directors of the Genesee Valley Health Partnership and supports several community and youth programs.
“Officer Laney represents the very best of the probation profession,” said DCJS Office of Probation and Correctional Alternatives Director Matthew Charton. “She leads with integrity, supports her colleagues, and never loses sight of probation’s ability to improve lives while making communities safer. Her steady leadership and commitment to excellence make her exceptionally deserving of the first award to bear Bob Maccarone’s name.”
Maccarone served for more than 22 years as DCJS deputy commissioner and director of the Office of Probation and Correctional Alternatives. He also served as special advisor for alternatives to incarceration to five New York governors.
