The Dutchess County ITAP Program is an OASAS licensed substance abuse day rehab administered by the Dutchess County Department of Behavioral and Community Health in conjunction with the Dutchess County Office of Probation and Community Corrections to provide a highly structured level of treatment to chemically dependent patients who are involved in the criminal justice system who are legally mandated by the courts as an alternative to incarceration.  Participants report to a probation officer who is on site and is an integral member of the treatment team.  The goal is to address issues related to chemical dependency (i.e., sober support systems, life skills training, and psychodynamic issues), mental health, and criminal thinking with the long term goal of developing and maintaining a program of recovery, increasing socially adaptive behavior, finding stable housing and work, and reducing rates of recidivism, including re-arrest and re-incarceration, and changes in attitudes and values.  The program partners with a number of residential housing providers offering a comprehensive recovery package of outpatient treatment with safe and sober housing to promote sustainable recovery.

This program began operation in 1989. This program's services include ROR (Release On his/her own Recognizance), RUS (Release Under Supervision), electronic monitoring, day reporting, transitional housing, and the domestic violence project. Agency services are primarily assessment, court advocacy, case monitoring and supervision services.  The Dutchess County Pretrial Services Program is an Alternative to Incarceration Program (ATI) that operates 6 days a week.  While primarily a jail-based program, eligibility interviews are conducted at least daily. Officers also staff our highest volume courts in an effort to avoid un-necessary pretrial incarceration. Following the eligibility interview, the officer verifies as much information as possible in order to make a recommendation for an appropriate release. A COMPAS assessment (FTA scale) is completed. Pre-trial Services in Dutchess County can recommend for release along a continuum; from least restrictive (ROR) through more restrictive (RUS) programming that could include placing a participant in a day-reporting program, transitional-housing program, electronic monitoring, drug treatment, or a combination thereof.

Project MORE, Inc. implements a Dutchess County Women's Reporting Center that addresses female inmates boarded out of county, and those jail-bound under pretrial, sentenced, and are in alternative to revocation situations. Through provision of evidence-based case management, cognitive-behavioral interventions (CBI), employment-development programming, temporary housing, and other services offered by the WRC; this model program can reduce the need for confinement of female offenders in Dutchess County.  The foundation of this gender responsive, trauma-informed model is the CBI, Moral Reconation Therapy (MRT).

Project M.O.R.E. Inc.'s Probation Violation Residential Center (PVRC) was established to assist Probation Departments in stabilizing convicted felony offenders who have a violation of probation, or are at high risk of probation violation, that could result in a state prison sentence.  The PVRC is a short term residential intervention that provides services to address criminogenic and treatment needs related to the likelihood of non-compliance and recidivism, therein enhancing public safety.  Programming includes the use of an actuarial risk and needs assessment, responsivity assessment(s), case planning to address identified needs, and the provision of cognitive based interventions and employment readiness.

Project Model Offender Reintegration Experience, Inc. (Project M.O.R.E., Inc., referred to as PMI) provides employment programming for individuals transitioning back into the community from Dutchess County Jail, on Probation or referred through the Court. The goal of PMI's Employment-Services Program is to provide evidence-based employment groups, cognitive-behavioral interventions, and case-management services for participants. PMI believes that programs based on best practice theory must be implemented in any community-based offender program.
