The services provided by the Monroe County RUS Program reduce the likelihood of re-offending during project participation and after program completion.

The Monroe County Enhanced Pretrial Service Program is an ATI program operated by the Pretrial Services of the Monroe County Bar Association, Inc. The Enhanced Pretrial Release Services Program supports a part of the universal screening this agency does and the resulting releases under the ROR program. Pretrial Services Corporation’s multi-level approach to pretrial releases has a significant impact on managing the county jail populations and is considered a vital tool by the county in maintaining appropriate levels. The Detention Reduction Assessment Project will serve to revisit defendants held on bail post arraignment on misdemeanor and non-violent felony charges. The ATD grant is intended to provide enhanced information to the Court, defense counsel, and District Attorney to be considered in an effort to decrease the length of time in custody pretrial thus saving costly jail days. The primary goal of this program model is to reduce the length of stay for those defendants detained post arraignment; particularly those whose PTSC Risk Assessment Instrument (PTSC RAI) indicated eligibility for release either to ROR or RUS at arraignment. PTSC is proposing to address the issue of extended detentions by providing staff to interview defendants not seen at arraignment and to follow up on defendants detained in the jail post arraignment.

PTSC has identified a need to be provided more information from a Risk and Need assessment. To address the need for better information and assessment of risk, PTSC will introduce a new validated risk assessment instrument which enhances the information to all the courts of Monroe County, particularly at the critical point of arraignment. To meet the anticipated expansion of need for Release under Supervision services, additional case managers will be hired to provide targeted interventions based on risk and need of defendants released to the program. PTSC will expand its pretrial release services to town and village court arraignments between the hours of 8am and 9 pm. for contact with defendants under supervision and provide additional cognitive and evidence-based programming at the agency's Center for Community Supervision and Diversion for defendants on pretrial release as well as for probation-assigned individuals. If funded, the agency will develop a Memoranda of Understanding with community programs that can provide such programming. PTSC has extensive experience with identifying programs which can provide such services and developing MOUs which provide the basis for payment for services as well as the intensity and content of such services and programming.

PATHSTONE EMPLOYMENT-FOCUSED SERVICES PROGRAM

PathStone's Employment-Focused Services for Probationers and Court-Referred Individuals in the Finger Lakes Region will deliver Tier 2 high-intensity programming; our goal is to reduce offender recidivism in four contiguous counties encompassing three priority jurisdictions. These counties are Monroe County, the priority jurisdiction where PathStone is headquartered and this program will be based; Ontario County, a priority jurisdiction we currently serve; Orleans County, home to long-standing PathStone re-entry programs and an established service site; and Niagara County; a priority jurisdiction currently served and home to an established service site. PathStone will serve 125 individuals with a high risk of recidivism and moderate-high employment needs who have been a) placed under the supervision of local probation departments or b) referred by the court to an alternative to incarceration or other community-based program.

The Center for Employment Opportunities (CEO), a national non-profit organization providing immediate and comprehensive employment services exclusively to men and women returning with criminal convictions, proposes to provide comprehensive employment services to 150 high-risk parolees in Rochester through Tier III transitional-employment programming and cognitive-behavioral intervention (CBI) through the DCJS Employment-Focused Services Program. By incorporating CEO's Cognitive-Behavioral Employment approach, which combines best-in-class strategies to help the hardest-to-employ seek and retain employment as well as integrates evidence-based and best practices for justice-involved populations, CEO will work will high-risk parolees towards the goal of ultimately achieving reductions in felony re-arrests and increase long-term employment.

Volunteers of America of Western New York, Inc.
Volunteers of America of Western New York, Inc. (VOA)'s proposed Alternatives to Incarceration Program is designed to reduce recidivism among a special needs, criminal justice involved population. The target population to be served is African American men between the ages of 18 and 40 years of age who have a medium to high risk of recidivism and behavioral health needs. The program will reduce recidivism by addressing participants' behavioral health and other criminogenic needs through a combination of cognitive-behavioral Intervention programming (CBI), utilizing the Moral Reconation Therapy (MRT) curriculum, and one-on-one counseling. VOA will offer a comprehensive program with targeted interventions to address this population's critical needs including access to stable housing, employment opportunities, and effective substance abuse and/or mental health programs, to help program participants successfully address their goals, overcome their challenges, and reduce recidivism.
