Bronx Community Solutions is an alternative to incarceration program that targets non-violent misdemeanor offenders arraigned at the Bronx Criminal Court and combines community service, drug treatment, job training and counseling. The product of a planning process involving the Unified Court System, the Bronx District Attorney's Office, the Criminal Justice Coordinator's Office of the City of New York, the defense bar, the New York City Department of Probation, local community boards, the Center for Court Innovation and others, Bronx Community Solutions began operations in January 2005 in one of the two full-time arraignment parts in the Bronx. Bronx Community Solutions then expanded to accept cases from both arraignment parts, conference parts and night and weekend arraignment parts. The project's services are now available to all of the more than 40 judges working in the consolidated Bronx County Criminal Division.

The Center for Court Innovation's Red Hook-Brownsville ATI Program (also known as "Brooklyn Justice Initiatives") is an alternative to incarceration program that targets misdemeanor offenders arraigned at the Kings County Criminal Court and combines community service, drug treatment, job training and counseling. The product of a planning process involving the Unified Court System, the Kings County District Attorney's Office, the Criminal Justice Coordinator's Office of the City of New York, the defense bar, the New York City Department of Probation, the Center for Court Innovation and others. The ATI Program is focused on providing services to young people, ages 16-24, from the Red Hook and Brownsville neighborhoods of Brooklyn.

NYC TASC will serve male and female defendants arrested within the five boroughs and appearing in Criminal and Supreme Courts who have a substance-use disorder. Defendants in Criminal and Supreme Court are age 15 and up. Defendants must be charged or subject to conviction of a felony or misdemeanor and identified as having a substance-use disorder via toxicology testing, diagnostic screening tools and or jail/prison records. Clients not presenting a substance-use disorder will be excluded from participating. All charges will be considered with violent offenders being accepted if all parties involved (District Attorney, Judge and Defense Counsel) agree to diversion, the assessment determines that the defendant is suitable for placement in the community and appropriate treatment modality and services are available.

This ATI Initiative is comprised of two service components: El Rio and the Court Advocacy Services Unit (CAS). El Rio is an intensive outpatient drug treatment program that provides services primarily to clients who have been charged with one or more felonies and are likely to receive a sentence of incarceration of six months or more, or are likely to remain detained through their pretrial period. Defendants who meet the criminal justice eligibility are assessed for drug abuse and appropriately placed in either El Rio's Marijuana Track or the El Rio Classic Track. Court Advocacy Services (CAS) assists attorneys representing indigent felony defendants, including juveniles being tried in adult courts.

The Osborne Association proposes to expand our Court Advocacy Services (CAS) to serve indigent adolescent defendants in the New York City courts detained on Rikers Island. Participants are represented by attorneys on New York City's Assigned Counsel (18-B) Panel, other indigent defense counsel and retained attorneys in instances in which the court determines that the client cannot afford services beyond their legal representation. The goal for this program is to reduce reliance on incarceration by demonstrating the effectiveness of ATIs in reducing future criminal behavior, promoting community safety and yielding significant cost savings by diverting people from prison and jail while providing them with career exploration and job-readiness services to improve their short and long-term employment outcomes. The program will provide job-readiness training to 100 incarcerated adolescents on Rikers Island and we will provide advocacy for these defendants in New York City criminal courts annually, securing successful ATI dispositions and successful ATD dispositions in some cases, resulting in non-incarcerative or lesser-incarcerative sentences and connection to high quality programming that preserves family and social connectedness and promotes successful outcomes in critical areas of mental and physical health, sobriety, family, education and employment for court-involved individuals. Upon receiving an ATI/ATD disposition, eligible participants may then be enrolled in hard skills training through our Bronx-based Career Center.

The Osborne NYC Parole Employment Project provides employment services to moderate to high risk men and women living in New York City who are assessed as being at high risk of violating the conditions of their parole and who are unemployed or underemployed. This program focuses on people living in the Bronx and Brooklyn where these service sites are located. Osborne conducts outreach with and accepts referrals from the New York State Department of Corrections and Community Supervision and the Bronx and Kings County Re-entry Task Forces and provides comprehensive assessments to determine risk, needs, and job readiness; cognitive-behavioral interventions; work-readiness training; hard and soft skills training; job placement including subsidized employment; and job retention supports.

The Crossroads Program is a medically supervised, OASAS licensed, intensive outpatient-treatment program that offers services to men and women involved in the criminal justice system as an alternative to incarceration. The Center for Community Alternatives offers the Youth Advocacy Project (YAP) a community-based intensive supervision alternative-to-incarceration program for juvenile offenders. YAP provides supervision and case-management services for up to one year pending sentencing. Participants receive services including: monthly progress reports; supervision of school attendance and school visits; curfew monitoring; referrals to community-based services; home visits; random urinalysis testing; HIV/AIDS prevention and education services; life skills workshops; family therapy; parent support workshops; educational and vocational counseling; referrals to community-service placement; MetroCard’s for transportation to and from the program and snacks. Additional program components may include nightly curfew checks, regular interaction with schools to ensure and verify school attendance, home visits and regular reports to court. CCA notifies courts when a significant violation of court mandates occurs, notably if the youth has been re-arrested or has absconded. In addition to community support and supervision, CCA's services to court-involved youth incorporate a youth development perspective and address issues including family functioning, educational needs, health and mental health issues.

CASES will implement the Enhanced Behavioral Health ATI Youth Services (EBH) program. Through EBH, CASES will embed two behavioral health specialist teams within the Harlem and Brooklyn program offices of the Court Employment Project (CEP). EBH will operate as a distinct program within CEP, a 6-12 month ATI primarily serving young people age 16-24 who would otherwise be jail- or prison-bound as the result of felony convictions. EBH will utilize a team-based behavioral health services approach to include effective initial ATI engagement, responsive-treatment planning, distinct behavioral health service tracks, engagement in CBI, and a comprehensive process to support referral of and engagement by participating youth in external treatment, as needed. A guiding goal of EBH will be to help especially high-risk and/or high-need ATI youth to address challenges and successfully complete their ATI court mandate.

The Court Employment Project (CEP) provides an alternative to incarceration for youth and young adults charged with a felony in New York Supreme Courts and also includes youth who face detention/incarceration as a result of misdemeanor charges that are being adjudicated in New York County or Queens County court. The program diverts 400 participants annually citywide. Through six months of case management (3 or more months for identified misdemeanor offenses), risk responsive on-site programming, and links to community-based services, CEP promotes the successful completion of the court-ordered alternative, engages youth in pro-social programming and activities, and reduces the risk of continued court involvement.

Manhattan START (Short-Term Assessment and Referral to Treatment) provides an alternative to incarceration on Rikers Island for adults charged with misdemeanors in New York County Criminal Court. The program will divert participants into one of two program tracks. Women and defendants with mental illness receive 3-5 sessions of community-case management (CCM) and service referrals. Men without mental illness are served in 3-5 days of daytime custody (DTC), during which they perform community service, receive group and individual counseling, and are linked with ongoing community services, as appropriate. Individuals in both program tracks receive evidence-based services aimed at lowering recidivism risk, and graduates of either track who are assessed as having a continued risk of recidivism and behavioral-health needs are eligible for up to four months of community-case management services following mandate completion.

The New York City Department of Probation (DOP) and the Center for Employment Opportunities (CEO) provide employment-focused services to high risk young adults aged 18-24 on probation with the highest employment needs across New York City. The target population are high-risk probationers aged 18-24 who are disconnected from the world of work and do not have either a high school diploma or a high school equivalency certificate. DOP makes referrals to CEO based on the results of the Level of Service Inventory-Revised (LSI-R) validated risk/needs assessment. CEO provides job-readiness programming that includes Cognitive-Behavioral Interventions, Life-Skills Education, continuous re-assessment, individual coaching; transitional employment; job-placement assistance; and robust supportive services even after non-subsidized employment is obtained.

Fortune's Residing Hope Program will connect people charged with crimes in the Bronx, Brooklyn, Manhattan, and Queens to residential treatment. Fortune Court Advocates, located directly in the above listed borough courthouses, will work with Defense Attorneys, Assistant District Attorneys, and presiding Judges to screen for, assess, and advocate on behalf of Residing Hope participants so that they can enroll into residential treatment in lieu of being incarcerated. Upon receiving consent from the courts, Fortune Court Advocates will facilitate the transition of Residing Hope participants into residential treatment. Once enrolled in residential treatment, Fortune's Administrative Coordinator/Analyst will remain in contact with Residing Hope participants and their assigned residential treatment primary counselor in order to monitor and document their progress. Fortune Court Advocates will receive regular progress reports, which they will monitor and report to the court on. Upon a Residing Hope participant's successful completion of their court mandate obligations, Residing Hope participants will be connected to Fortune's wide-array of wrap-around supports, as well as will receive referrals to our outside partner organizations to engage in further services.

The Fortune Society (Fortune) provides medium and high intensity employment-focused programming for people on parole in New York City (NYC) and Nassau County. This program serves NYC and Nassau County residents who are under community supervision with the NYS Department of Corrections and Community Supervision (DOCCS) through an initiative delivered by our Employment Services unit at their service center in Long Island City, Queens. This program provides employment services to individuals on parole who are determined to be at moderate to high risk of recidivism and to have a wide range of employment needs. Their services also include work-readiness training and a cognitive-behavioral intervention, in addition to vocational-skills training and transitional employment leading to job placement and job retention.

The Child Center of NY operates an Alternatives to Incarceration (ATI) program which will reduce recidivism through the use of targeted interventions and evidenced-based practices. We will serve individuals, ages 16 and older, who are pre-trial Release on Recognizance (ROR) and pre-trial Release Under Supervision (RUS), especially individuals with mental illness and/or substance abuse issues. The program's primary goal will be to help reduce the Queens County rate of recidivism. We are proposing an Alternative to Incarceration Defender-Based Advocacy Program that will serve young adults, ages 18-26, with felony cases pending before the court in Queens County. Our program prepares detailed Client Specific Plans that recommend community-based services as an alternative to prison sentences. Client Specific Plans are to be approved by the court, and report participant progress to the court. These Client Specific Plans are used to inform our Case Management Program.
