ONONDAGA ALCOHOL AND DRUG ABUSE PROGRAM (ATIP I)

This program began operation in 1985. The primary focus of ATIP I is individuals with unaddressed substance abuse issues who have failed at previous attempts to remain sober.  Clients are screened by Drug Court personnel. If deemed appropriate for Drug Court, a case manager conducts an evaluation and a treatment plan is developed.  Once the client enters treatment the case is monitored by a probation officer, case manager, and the local Drug Court.  This treatment team will address the client’s needs as identified in the NYCOMPAS and substance abuse evaluation.

This program began operation in 1990. The Day Reporting Program (ATIP lll) is intended to address the needs of probationers and defendant’s suffering from co-occurring substance abuse and mental illness.  All jail bound violations are screened for appropriateness for this or another ATIP.  In addition, investigators completing pre-sentence reports have been instructed to screen cases for possible alternative to a period of incarceration.  Once enrolled in the program, the clients undergo a full substance abuse/ psychosocial assessment. Treatment recommendations and treatment plan are formulated and shared with the participant as well as Court.  The probation officer is assigned to monitor and provide case management services. In addition, where necessary, the ATIP case managers assist in this role.

This program began operation in 1986. Catholic Charities of Onondaga County (CCOC) Sex Offender Treatment Program (CC-SOTP) provides treatment services as an Alternative to Incarceration (ATI) for male adults convicted of Penal Law felonies and misdemeanors based upon having sexual contact with a child under 18 years old.  Services include risk and needs assessment to determine their appropriateness for group therapy and ongoing sex-offender specific treatment groups.  Services are provided at CCOC'S headquarters and serve males who live primarily in Onondaga County.  Regularly, referrals come from five neighboring counties including Cortland, Tompkins, Oswego, Cayuga, and Madison counties.

The Center for Community Alternatives (CCA) Client Specific Planning (CSP) program, based in Syracuse, New York, is a defender-based advocacy program that has been providing sentencing mitigation services since 1981.  The program's goals include reducing detention and incarceration by advocating pre-trial release at bail applications (including through referrals to treatment services), reducing the sentencing exposure of defendants by assisting with equities for plea negotiations, and reducing the severity of final sentence outcomes by producing sentencing memoranda for the Court.

The Onondaga County Self-Development program provides a jail-based program operating in Syracuse, NY. It serves a population ages 18 and over incarcerated at the Onondaga County Correctional Facility who are convicted of Penal Law felonies, misdemeanors, or adjudicated as youthful offenders for Penal Law crimes, who also score at medium or high risk for recidivism on the NY COMPAS 8 assessment and are within 5 months of release, with support services facilitated by a case manager continuing within the community after release. The project is designed to be a structured program that focuses on reducing criminogenic thinking, developing pro-social values and attitudes and improving work readiness and employability, including job placement and job retention, or educational or vocational education pursuits. The goal is the reduction of further criminal justice involvement.
