This program began operation in 1990. Agency services are primarily assessment, court advocacy, court-ordered restrictions and counseling. This agency also refers clients for drug and alcohol rehabilitation, educational services, housing assistance, job-placement assistance, mediation and rehabilitation. Target populations are chemically-dependent, non-violent offenders aged 16 and older.

Agency services are primarily assessment, community service, probation, field supervision, fine imposition/collection, intensive supervision, rehabilitation and restitution. Target populations are high-risk misdemeanants who most likely would receive a lengthy county jail sentence.
